If you want lower prices, you need to shop through a portal. A portal is a site that contains multiple stores in it, kind of like a mall. These stores are willing to give lower prices because they know their store will be seen by much more people if they partnered up with a portal versus advertising their own website and trying to get people to shop directly on their site, which is too expensive for them–lots of overhead, employees doing the marketing. Now, they are getting smarter about how they spend their advertising money–and that is through affiliate marketing with these portals. They only pay these portals when a sale is made, so customers have a better chance of getting their stuff cheaper through these portals.
I recommend going through http://www.arcebal.com, an awesome portal that is like a grocery store and mall of america in one site! Sign up for a free account under ‘My Account.’ Then, go to Shops > “S” > Shop.com. Shop.com has lots of online stores linked up to it, too, like shoes.com and shoesontheweb.com. Basically, you’ll have lots of options for shoes, especially DC, Vans, and etnies. Have fun!
Each partner store has their own shipping policy, so read up on those to see if they have free shipping. Oh, and by going through this portal, you’ll get free shipping on orders over $75 for your other everyday needs…
I’ve got online shoe shopping down to a science.
First I visit sites that show discount codes.
Then I shop at sites that offer free shipping both ways.

(I’ll read reviews at Zappos since they typically have more than any other site, but I shop where they’re cheapest… other stores have the 110 - 115% guarantee as well).

My family and I have closets full of super expensive shoes for which I pay Walmart prices.
